On 22nd April 2025, the National Employers made a full and final pay offer of 3.20% to all support staff pay points and allowances, effective from 1st April 2025. This offer forms part of the 2025 pay claim, which focuses on improving pay and working conditions, and recognising the vital role of support staff across the sector.
In addition to the pay increase, the offer includes a proposal to delete pay point SCP 2 from the national pay spine starting 1st April 2026. Some academy trusts and local authority schools have already phased out SCP 2 from their grading structures, aligning with local government pay frameworks.

Recognised trade unions ā including GMB and Unison ā have launched consultations and ballots, urging their members to reject the offer. These ballots are due to close on 20th June 2025.
Schools and MATs should be prepared for the potential next phase of industrial action, including strike ballots, if the offer is rejected. It is essential to monitor union communications closely after 20th June, as the response may impact staffing, operations and employee relations.
