Managing Teachers’ and Leaders’ Pay and Progression guidance document has now come into effect as of the 1st September 2024, replacing the previous guidance 'Implementing your school's approach to pay'.
The guidance should be read alongside the School Teachers' Pay and Conditions Document (STPCD) for 2024, which is expected to be published in October, backdated to 1st September 2024.
Key significant changes to the guidance document include:
▶ The removal of the performance-related pay requirement, however, the statutory requirement to make a pay decision after completing the appraisal process remains in place. Schools and Trusts can choose to retain some or all elements of performance related pay, however, the pay policy should minimise the impact on workload for all.
▶ Planning, Preparation, and Assessment (PPA) time can be taken in one weekly unit and may be completed off-site, provided it is reasonably appropriate and agreed upon by the teacher and the relevant body, as per STPCD 2024 on its release.
▶ Processes for making pay decisions must mitigate against discriminatory guidance.
▶ Pay ranges for School leaders should only be reviewed where there have been significant changes and not just that the postholder has reached the top of their current range.
▶ The ‘Teacher Appraisal and Capability: A Model Policy for Schools' has now been divided into two separate revised guidance documents with effect from 1st September 2024.
▶ Consider whether to continue with some or all elements of performance related pay and review and amend policies to align with the guidance following consultation, if applicable, with staff and trade unions.
▶ Conduct an internal review of current PPA time to ensure they align with the new guidance and the revised STPCD once released.
▶ Update your Trustees and Governors on the changes made and the steps your School/Trust are taking.
Managing Teachers’ and Leaders’ Pay and Progression guidance document will remain under review, pending the consultation on the 2024 STPCD. Once the STPCD is finalised, an updated version of the guidance, incorporating any necessary revisions will be released. We will keep you informed of any further changes as they become available.
